John Roeber of Roeber’s Plumbing and Heating asked if the siphonic roof drain manufactured by J.R. Smith was allowed by various jurisdictions.
Phil Ribbs of PHR Consultants presented a draft of code change proposal for the 2009 UPC & UMC. The proposed changes concerned Alternate Materials & Methods in UPC sections
301 and UMC 105.
Discussion
Mr. Phil Ribbs of PHR Consultants disclosed that the roof drain was not approved by the 2001 California Plumbing Code nor the 2006 UPC. It was not known if the product had a classified listing.
Mr. Bob Adler, of City of
301 and UMC 105 are rewritten to make clear that the
intent of the code is to allow the AHJ discretionary authority with respect to
Alternate Materials & Methods. Mr.
Bob Adler made a motion that our chapter sponsor a
Code change for the 2009 UPC & UMC.
Motion was seconded by Mr. Don Wadsworth of the City of

Presentation
Mr. Rick Lopez of CSLB Northern State Wide Investigation
Fraud Team was the guest speaker. The
California State Contractors License Board regulates over 300,000 licensed
contractors in 43 classifications. There
are processes 20,000 new applications each year. The SWIFT unit responds to proactive
complaints – the unit will issue citations at the jobsite. Rick provided information how to contact his
unit or the CSLB to report unlicensed activity, contractors working without
workers' compensation insurance and building code violations. Rick also
reviewed how a contractor would loose their license & the new workman’s
compensation requirements for Roofing Contractors. Finally Rick gave a case history of a sting
operation that the SWIFT unit recently conducted.
